The National Federation of the Disabled Nepal (NFDN), in collaboration with Karuna Foundation Nepal, invites sealed proposals (technical and financial) from qualified and experienced, IT firms, or companies for the design, development, and deployment of an Inclusive and Accessible Job Portal with AI Integration.
Objective of the Assignment (उद्देश्य) :
यस कार्यको उद्देश्य नेपालमा अपाङ्गता भएका व्यक्तिहरूको दिगो जीविकोपार्जन अवसरहरूमा पहुँच वृद्धि गर्नका लागि रोजगारी र उद्यमशीलता केन्द्रित एक नमुना डिजिटल प्लेटफर्म विकास गर्नु हो । यो पोर्टलले रोजगारी खोजी गरिरहेका अपाङ्गता भएका व्यक्तिहरू र समावेशी रोजगारदाताहरूलाई आपसमा जोड्ने काम गर्नेछ । जसले कार्यस्थलमा विविधता र समान रोजगारी अवसरलाई प्रवर्द्धन गर्नुका साथै पहुँचयुक्त प्लेटफर्मको अभाव सँग सम्बन्धित अवरोधहरूलाई पार गर्दै सूचना तथा सेवा प्रयोगमा सहजता ल्याउनेछ । यस पोर्टलले उद्यमशीलता तथा साना तथा मझौला उद्यम विकासलाई समेत प्रवर्द्धन गर्नेछ, जसले इच्छुक अपाङ्गता भएका व्यक्तिहरूलाई आवश्यक सहयोग प्रदान गर्न सक्ने संस्थाहरू तथा व्यक्तिहरूसँग जोड्ने काम समेत गर्नेछ । यस प्लेटफर्मले अपाङ्गता भएका व्यक्तिहरूलाई आफ्ना सीप तथा दक्षता विकासका लागि आवश्यक स्रोत र अवसरहरूमा पहुँच प्रदान गर्नेछ, जसमा भर्चुअल तालिमहरू र सीप विकासका कार्यक्रमहरू पनि समावेश हुनेछन्, जसले उनीहरूलाई रोजगारीको प्रतिस्पर्धामा सक्षम बनाउनेछ । यो पहलले अपाङ्गता भएका व्यक्तिहरूलाई उनीहरूको पेसागत यात्रामा सशक्त बनाउने दिगो प्रणालीको विकास गर्नेतर्फ लक्षित छ, जसले उनीहरूको व्यक्तिगत तथा पारिवारिक कल्याणमा गहिरो प्रभाव पार्ने विश्वास गरिएको छ ।
This assignment aims to develop a model digital platform that enhances access for persons with disabilities to sustainable livelihood opportunities in Nepal, specifically focusing on employment and entrepreneurship. The portal will serve as a bridge connecting job seekers with disabilities and inclusive employers to promote workplace diversity and equal employment opportunities. Furthermore, it will facilitate information and service utilization, overcoming barriers related to a lack of accessible platforms, and support entrepreneurship and SME development by connecting interested persons with disabilities with institutions and individuals who can provide necessary support. Crucially, the platform will also provide an online space for persons with disabilities to access resources and opportunities for developing their capacities, including relevant virtual training courses and skill development opportunities, to compete effectively in the job market. This initiative strives to create a sustainable ecosystem that empowers persons with disabilities in their career journeys, recognizing the profound impact of livelihood on their individual and familial well-being.
Scope of Work:
The selected IT firm/company will be responsible for:
- Designing and developing an interactive, user-centered, highly responsive and accessible web and mobile application-based job portal.
- Integrating AI features for smart job and profile matching, considering skills, experience, and accessibility needs for both job seekers and employers.
- Ensuring full adherence to at least Web Content Accessibility Guideline (WCAG) 2.1 level AA, tested with screen readers compatibility, keyboard navigation, voice recognition software, and other assistive technologies. Features will include adjustable font sizes and color contrast, alternative text for images, clear and consistent navigation, and avoidance of time-sensitive elements.
- Creating functionalities for:
- Dynamic Employer & Job Seeker Database: A well-structured and searchable database with detailed profiles for both inclusive employers and persons with disabilities job seekers to improve hiring connections.
- Support Entrepreneurship and SME Development: A platform that connects persons with disabilities interested in starting or expanding SMEs with institutions and individuals who can provide necessary support, allowing them to build business profiles, recruit, and network.
- Capacity Building Section: A dedicated section to provide virtual capacity building training courses relevant to persons with disabilities. This section will include:
- A catalog of available courses with descriptions, learning objectives, and duration.
- Options for self-paced learning and potentially live virtual sessions.
- Progress tracking for enrolled users.
- Potentially, certification or recognition upon completion.
- Integration with user profiles to recommend relevant courses based on skills gaps and career goals.
- Resource Library and Advocacy Section: A comprehensive repository of information for employers on disability inclusion, workplace accommodations, legal frameworks, best practices for inclusive recruitment and success stories. For job seekers, resources will include information on rights, available support services, and skill development opportunities.
- Providing comprehensive counseling and career support: Integrated virtual career counseling services, resume-building assistance, and interview preparation coaching, resources on workplace accommodations, and a forum for peer support and information sharing.
- Implementing a secure messaging system to facilitate direct communication between job seekers and employers.
- Establishing a clear and easily accessible feedback mechanism for users to provide feedback on the portal’s usability and functionality, facilitating continuous improvement.
- Implementing robust security measures to protect user data, with transparent policies regarding data collection and usage.
Providing documentation, user training, and technical support post-deployment. - Eligibility Criteria:
- Minimum 5 years of experience in similar work with projects in inclusive design and/or AI integration.
- Proven expertise in developing accessible and multilingual platforms compliant with WCAG 2.1 level AA.
- Registered with the relevant government authority in Nepal.
- Ability to deliver the assignment within the agreed timeline and budget.
