अन्तरकृयात्मक कार्यक्रम: पहुँचयुक्तता सम्बन्धी भौतिक संरचना एवं सञ्चार सेवा निर्देशिका २०६९ र राष्ट्रिय भवन संहिता (आर्किटेक्चरल कोड २०६) को संशोधन
पहुँचयुक्तता सम्बन्धी भौतिक संरचना एवं सञ्चार सेवा निर्देशिका २०६९ र राष्ट्रिय भवन संहिता (आर्किटेक्चरल कोड २०६) को संशोधन सम्बन्धी छलफल गर्न “संवाद कार्यक्रम: नेपालमा पहुँचयुक्तता सम्बन्धी मापदण्डको संशोधन” आयोजना गरियो। काठमाडौंमा १४ जना प्रादेशिक सरकारी प्रतिनिधिहरु (पहुँचयुक्तता सम्बन्धी निर्णयकर्ता र प्राविधिक व्यक्तिहरू) लाई भेला गर्दै राष्ट्रिय अपाङ्ग महासंघ नेपालको आयोजना र सीबीएमको साझेदारीमा यस कार्यक्रमको आयोजना गरिएको हो।
उक्त कार्यक्रममा आर्किटेक्ट, मिलन बगालेज्युले तयार गरेको दुई छुट्टा-छुट्टै पहुँचयुक्तता सम्बन्धी नीति विश्लेषण प्रतिवेदनको प्रस्तुतिकरण गर्नु भएको थियो। कार्यक्रममा उपस्थित डिपिओ प्रतिनिधि, ईन्जिनियर र अन्य सरोकारवालाहरूले निर्देशिका संशोधनका लागि सुझाव दिनु भयो। यस छलफलबाट प्राप्त सुझावलाई समेत सम्बोधन गरी निर्देशिकाको मस्यौदा तयार गरी थप सरोकारवालासंग परामर्श गरिनेछ।
Dialogue Event: Revision of National Building code (Architectural code-206) and Accessibility Guideline (2069)
Bringing together 14 provincial government representatives (accessibility related decision-makers and technical persons) here in Kathmandu NFDN in partnership with CBM organized “Dialogue event: Revision of accessibility related standards in Nepal” to discuss on the policy analysis reports on APSCSD 2012/13 and NBC 2017. Likewise, MoWCSC, OPD representatives, Engineers and other stakeholders attended the event.
Prior to the event, a series of meetings were held with different ministries such as Ministry of Information, Communication Technology; Ministry of Urban Development; Ministry of Physical Infrastructure and Transport; Ministry of Federal Affairs and General Administration; MoWCSC to discuss and collect suggestions on the accessibility guideline being rewritten by the federal government.
Accessibility is key to building inclusive society and is essential to ensure no one is left behind. It is a necessity for government to fulfil obligations under key treaties such as the UN Convention on the Rights of Persons with Disabilities. Principles of universal design and equal opportunities to access public/private buildings, ICTs, services and assistive technologies are key for building inclusive societies. Standards have an important role to upgrade the accessibility practice, hence the dialogue was hosted to ensure new standards in the revised policy and directives meet and incorporate the need of all persons with disabilities.
During the event, Milan Bagale, Architect engineer explained the provisions and the gaps in the National Building Code and Accessibility guideline. OPD leaders mainly suggested adoption and extensive use of technology such as hydraulic lift in transport vehicles and the like to improve accessibility practice and foster inclusion. Likewise, OPD leaders also suggested for arrangements of proper waiting rooms for persons with learning disability, visible signs for persons with hearing disability, use of proper colors for persons with intellectual disability.
